I am directed to refer to the above noted subject and to state that the issue as to whether the Citizen Community Boards can take up Construction of Water Courses was examined by the Department and it is observed that “On Farm Water Management” is a devolved function under the Punjab Local Government Ordinance, 2001. Therefore, the Citizen Community Boards registered with the District Governments can take up the Construction of Water Courses, further necessary action may be taken accordingly.

Subject: ESTABLISHMENT OF C.C.BS. #

I have been directed to intimate you that as provided under Section 98 of PLGO-2001, Citizen Community Boards (CCBs) can be established for any new or existing public facility which, inter alia, includes mosques/places of worship. In the wake of recent spate of sectarian terrorism, security of mosques, situated in any local area, has assumed serious dimensions. In this regard, funds can be generated and expended on purchase / provision of walk-through security gates and hand-held metal detectors through the C.C.Bs. Under the prevailing conditions, it is imperative that C.C.Bs may be established, on priority, to achieve the desired objectives. Prompt action, on this count, will be highly appreciated.

Subject: CITIZEN COMMUNITY BOARDS — ELECTRIFICATION #

I am directed to refer to your letter No.EDO (F&P)/937, dated 10-09-2004, on the subject noted above and to state that the case was examined by this Department and it is observed that according to the prescribed Rules on the subject, Citizen Community Boards registered with Local Governments can take up development schemes pertaining to the function of that Local Government. Since electrification is a function being performed by the District Governments, therefore, there is no bar for taking up the electrification schemes by the CCBs

registered with District Governments.

  1. Further necessary action may be taken accordingly.

I am directed to refer to your letter No. 609/DCO/F&P/Atk., dated 30-06-2004 on the subject noted above and to state that the matter was examined by the Department and it is observed that under the provision of Punjab Local Government Ordinance, 2001, it is mandatory for all the Local Governments to allocate/utilize 25% of their development budgets through CCBs. Government of the Punjab is not empowered to exempt any Local Government from this legal provision unless the law is amended accordingly.

Subject: PROCESSING OF PROJECT PROPOSAL OF THE CITIZEN COMMUNITY BOARD. #

I am directed to refer to your letter No.EDO/CD/BKR/2004/924, dated 27-06-2004, on the subject noted above and to state that under the Punjab Local Government Ordinance, 2001, all the three tiers of Local Governments are required to allocate 25% of their development budgets to the duly registered Citizen Community Boards and the CCB can perform all those functions which have been decentralized to the concerned Local Governments. For example, the functions pertaining to Health, Education, Technical Training and rural electrification etc., have been decentralized to the District Governments, whereas, the functions, pertaining to water supply, sewerage, sanitation have been decentralized to the Tehsil Municipal Administrations. Therefore, CCBs utilizing District funds can perform the functions decentralized to District Government only and the CCB utilizing TMA funds can perform the functions assigned to the TMAs.

  1. Further necessary action in the matter accordingly.

I am directed to refer to letter No. EDO/CD/GRT/1954/GA dated 1-6-2001 received from Executive District Officer, Community Development, Gujrat and letter No. 6759-65/DOP/OK/2004 dated 3-6-2004 received from District Officer, Planning, Okara on the subject noted above and to state that under the Punjab Local Government Ordinance, 2001, all the three tiers of Local Governments are required to allocate 25% of their development budgets to the duly registered Citizen Community Boards and the CCBs can perform all those functions which have been decentralized to the concerned Local Governments. For example, the functions pertaining to Health, Education, Technical Training and Rural Electrification etc., have been decentralized to the District Governments, whereas, the functions, pertaining to Water Supply, Sewerage, Sanitation have been decentralized to the TMAs. Subject: EXECUTION OF PROJECT FOR THE PROVISION OF SUI GAS #

Please refer to your letter No.1244/EDO/CD/SKP, dated 7-07-2003, on the subject noted above.

  1. The request has been examined in the light of Citizen Community Board Rules, 2003 and observed as under:
    (i) Local Government cannot execute a Project which does not fall within its purview and functions.
    (ii) Local Government shall release funds to a Citizen Community Board in installments as per Rule 17(4) of the CCB Rules, 2003.
    (iii) All the projects of CCB are required to be executed/implemented by the CCB itself as per Rule 17(2) of the CCB.
