Subject: HOLDING OF CATTLE MANDIS/MARKETS. #

Under the provision of Punjab Local Government Ordinance, 2001, TMAs are competent to hold cattle markets/cattle mandis. To generate the funds, TMAs are establishing new cattle markets without the approval of the Government and without framing of bye-laws. The cattle mandis are established without keeping in view the distances, days of the existing cattle mandis which create undue litigation and adversely effects the income of the TMAs. The contractor maneuvered to get contract of newly established cattle mandis at very low rate to adversely affect and fail the cattle mandi being held previously.

  1. To streamline this position, it has been decided by the Government that the following instructions may be kept in view while establishing the new cattle mandis:

(i) No new cattle market/cattle mandi may be established without prior approval of the Government.
(ii) While sending proposals for establishing a new cattle markets, the days and the distance of the surrounding cattle mandis which are being held before 14-08-2001, may be mentioned in the proposal along with map i.e., the day is not the same and the distance should not less than 5 K.M.
(iii) The collection rights of any cattle mandi may not be leased out beyond one year as provided under the Lease Rule, 1990.
(iv) The earnest money for the contract should also be realistic.
