Subject:           JANITORIAL STAFF

This is in continuation of letter No.SO.Admn-III(LG)Misc/2015(P) dated 09.05.2017 (copy enclosed), wherein the Local Governments were allowed to hire Janitorial staff for a period not exceeding 89 days and their services had to stand terminated on expiry of 89 days or issuance of Schedule of Establishment or engagement of Janitorial Staff whichever was earlier.

2.         Although the Schedule of Establishments have been issued yet the Local Governments are facing difficulty to make recruitment against the vacant seats. Therefore, the Local Governments are allowed to hire janitorial staff afresh for further period not exceeding 89 days with the gap of not less than three (03) days between each term, from the list attached with interim Schedule of Establishment. No new person shall be hired other than that. Moreover, training of all supervisory staff and sanitary workers will be arranged by the concerned Local Government for all such staff working in that Local Government. No further extention shall be granted without successful completion of the said training.

3.         The other conditions contained in letter No.SO.Admn-III(LG)Misc/2015(P-I) dated 07.03.2017 shall remain intact. The lists of Janitorial staff hired should immediately be provided to this Department clearly mentioning their place of duty and the services of those, who are absent or found absent be terminated.

4.         No daily wager can be retained as personal servant to anyone. Recoveries shall be affected for misuse of this provision as well as proceedings under PEEDA for misconduct, shall also be initiated for loss to excehquer.

Subject:-    IMPOSITION OF RESTRICTION UNDER SECTION 144 CPC, 1898 AGAINST BURNING SOLID WASTE AND HAZARDOUS MATERIALS

            The undersigned is directed to refer to this department’s earlier correspondence in this regard made vide letters of even number dated 29-09-2017 and 24-10-217, wherein it was requested to undertake certain specific activities and to take immediate necessary measures against burning of solid waste in open in order to mitigate the pollutants, control the smog and to save the environment and human health.

2.         Further directed to enclose herewith a copy of Order No. SO (IS-II)1- 1/2004 Dated 17th October, 2017 issued by the Home Department, Government of the Punjab, wherein restriction under Section 144 of Criminal Procedure Code, 1898 has been imposed on the below mentioned act in the whole Province of Punjab:

            “Burning of crop residues, solid waste management, tyres, plastics, polythene bags, rubber and leather items etc.”

3.         You are requested to take immediate necessary action for lodging FIRS on the violation of restrictions imposed by Home Department and the progress in this regard may be shared through your respective Deputy Commissioners on daily basis to be further discussed in the meeting of Minister for Environment Protection to be held on daily basis at Environment Protection Department.
